With considerable details Wells expound on the tumultuous relation between the two nations and the developments during that period in their history. What is even more extraordinary, is that Wells himself played an important role in the history of the Dominican Republic. At some point the United States considered annexing the Dominican Republic. Wells impassioned disagreement is credited to have greatly influenced the outcome: the Dominican Republic remained independent. Today a street of Santo Domingo bears his name.
