In 1937 Dominican dictator Rafael Leonidas Trujillo Molina ordered the massacre of thousands of Haitians that were living in the areas near the Dominican-Haitian border on the Dominican side. He instructed his henchmen to use machetes, so that it could be blamed on ranchers killing "Haitian cattle-thieves". Eventually the truth came out.

Like in many other similar cases throughout the world, the question still remains: How much did Dominicans know? What did they think of it.

Despite the undeniable fact that Trujillo had complete control of Dominican society (and press) in what is, with little doubt, the bloodiest, most ruthless dictatorship in Latin America's unfortunate past; and despite a fierce effort on Trujillo's part to twist the facts as presented to the country in general, what happened in 1937 shamed the Dominican Republic. The Haitian government's reaction at the time was not honorable either. They accepted a small payment for each Haitian killed in exchange for supporting the Dominican government petitions that the embargo --imposed on the Dominican Republic after the incident was known-- was lifted.

Many academic books have been written about this incident, however, few books make it as personal as El Masacre se Pasa a Pie by Freddy Prestol Castillo. Written from the perspective of a lowly Dominican civil servant posted in a dusty town near the border, the novel tries to answer the eternal question of "what is a person to do when utter fear of the government repressive machinery collapses against the moral duty of protecting the innocent from said government?". An universal theme, questions that many people have asked themselves throughout history.
